Release notes: Phobos Anchor Relay

The latest release of Phobos Anchor Relay is now live. This satellite (Phobos co-orbital, 6,000 km above Mars) remains freely available under CC-BY-4.0.

In this cycle we improved the quality and coverage of Mars far-side relay, Surface uplink scheduling and Link availability reports. Calibration pipelines have been re-run against the newest ground-truth campaigns.
